공유풍경 COMMONSCAPE

바르고 좋은 건축이 되기 위해서는 세 가지 요건을 충족해야 하는데, 장소성과 힙목적성 그리고 시대성이 그것이다. 우리의 제안은 아래와 같이 그 요건에 부응한다.

장소성

세종시의 한 가운데 251미터 높이의 원수산을 주봉으로 하여 흘러내린 오산을 배경으로 앉아 왼편에 전월산을 두고 금강 너머의 과화산을 바라보는 이곳의 경관은 탁월하다. 땅 가운데로 흐르는 개천은 금천이라 일컬을 만하니 이곳은 소위 명당의 조건을 갖추고 있는 지형의 장소이다. 남동향의 지형을 따라 계단식 논밭 같은 자연스러운 배열과, 직선과 곡선으로 중첩하는 모습을 취한 본 계획안은 이 땅에 오래전부터 있었던 듯한 건축과 도시의 전통적 풍경을 구현하며 그래서 장소적 적합성을 갖는다

합목적성

본 과제의 명칭인 대통령집무실은 대통령의 직위가 갖는 대한민국 정부의 정통성과 국민의 봉사로서 업무공간의 효율성을 전제하며 모두가 극도의 상징적 가치를 가진다. 중심축의 확보와 위계적 공간구성은 그 가치를 확보하는 보편적이고 유용한 수단이며, 유기적으로 결합한 전체 업무공간의 조직은 이로 인해 대단히 기민하다. 여기에 특별한 목적을 수행하는 별개의 조직인 영빈관과 관저는 각각 수변과 경사지라는 지형의 조건을 장점화 하여 환대와 안전의 목적을 수행하며 그로써 또한 상징성을 확보한다.

시대성

국민주권시대라는 시대적 가치를 확보하고 이를 확인하도록 1킬로미터 길이의 전면 도로에 접하는 전체 땅에 시민을 위한 시설을 계획한다. 누구에게든지 개방되어 쉽게 접근할 수 있는 이 수평의 풍경 너머 본관을 비롯한 모든 업무시설도 각각의 지형레벨에서 수평으로 긴밀하게 연결된 조직을 이루고 있다. 이 수평의 매쓰들 사이에 빛과 바람이 타고 들어 가게 하여 자연과 건축물을 결합시키며 나타나는 풍경, 즉 개체와 전체, 개인과 공공이 연대하는 풍경, 이를 “공유풍경( Commonscape )”이라고 부르며 본 계획의 목표로 삼는다.

COMMONSCAPE

Good architecture must satisfy three essential conditions: a sense of place, fitness for purpose, and relevance to its time. Our proposal responds to these three criteria as follows.

Sense of Place

The site enjoys an exceptional landscape setting. Anchored by Wonsusan Mountain, rising 251 meters at the center of Sejong City, and framed by Jeonwolsan Mountain to the west and Gwahasan Mountain beyond the Geum River, the site possesses the qualities of an auspicious landscape. A stream flowing through its center further reinforces this character.

Following the site’s southeast-facing topography, the proposal adopts a natural terraced arrangement reminiscent of cultivated fields, while its composition of overlapping straight and curved forms evokes the traditional landscapes of Korean architecture and settlements. In doing so, it seeks to appear as though it has long belonged to this place, achieving a deep sense of contextual belonging.

Fitness for Purpose

As the workplace of the President of the Republic of Korea, the Presidential Office embodies both the legitimacy of government and the responsibility of public service. These functions carry profound symbolic significance.

A clear central axis and a carefully articulated spatial hierarchy establish this symbolic order, while the integrated organization of workspaces ensures operational efficiency and flexibility. The State Guest House and Presidential Residence, conceived as distinct yet complementary entities, take advantage of their respective waterfront and hillside settings to fulfill the purposes of hospitality and security, further reinforcing their symbolic presence.

Relevance to Our Time

To embody the values of a democratic era founded upon popular sovereignty, public facilities are distributed across the entire site along the one-kilometer-long frontage facing the main boulevard. Open and accessible to all citizens, this public realm forms a horizontal landscape from which the main office buildings emerge.

At different topographical levels, the various administrative facilities are interconnected horizontally, creating a cohesive and collaborative working environment. Between these horizontal masses, light and air are drawn deep into the site, weaving architecture and nature together.

This resulting landscape—where individual and collective, private and public, coexist in mutual relationship—is what we call Commonscape. It is both the central idea and ultimate ambition of this proposal.
